What are tier list?

Tier list are used to measure a characters vitability in a competitive scene / practice, this is measured via tourment results, and determined & discuss+ by top players, tier list get updated, maybe due to updates/DLC, or if potential is found in a lower tier character or higher tier characters tech is not proven to be as of effective in the current metagame anymore.
